In the National Numbering Plan, the 084 number range is reserved for services
concerning electronic mailboxes. On 1 August 2000, OPTA obliged service providers to migrate
so-called 'unified messaging' services that used to be linked to geographical numbers to
the prescribed 084 numbers. The KPN Telecom PSTN Electronic Messaging Connect Service (EMC)
enables the 084 numbers of service providers to be dialled from fixed connections on the
KPN Telecom network.
Retail service: Unified Messaging (UM)
With UM, voicemail, e-mail and fax are gathered together into an electronic mailbox with
one unique number. The receiver can decide how and when to collect the message. For example,
voicemails and faxes can be displayed in an e-mail and e-mails can be listened to.
Wholesale service: Electronic Messaging Connect (EMC)
EMC enables the 084 numbers of a service provider to be dialled by end users on KPN Telecom's
fixed network. This means that the service provider is able to offer its UM services to
all of KPN Telecom's fixed subscribers.
084 numbers are accessible from:
- KPN's fixed network (with EMC)
- the networks of Dutch fixed and mobile operators (with the additional service Premium
Transit)
- abroad (with the additional service Incoming International Telco Terminating)
084 numbers:
- are not portable
- have 10 digits
- cannot be dialled with carrier (pre-)select
Additional Services
KPN Telecom PSTN Electronic Messaging Customer Billing Service
This service arranges the billing of KPN subscribers for the service provider. Calls from
KPN subscribers to the service provider's 084 numbers are included on the KPN Telecom
retail invoice. Customer Billing includes the registration and charging of the calls,
bill production and distribution and debt collection. The service provider chooses the
retail charge for its number ranges from a permitted set.
KPN Telecom PSTN Premium Transit Connect Service
The 084 number range is added to this service as a destination so that it is reachable
from other Dutch fixed and mobile Telcos via the KPN Telecom network. Premium Transit
is supplied to the calling party.
KPN Telecom PSTN Transit Handling Service
The 084 number range is added to this service as a destination so that financial settlement
with the receiving party can be arranged for calls from other Dutch fixed and mobile Telcos.
KPN Telecom PSTN Incoming International Telco Terminating Connect
The 084 number range is added to this service as a destination so that it is also reachable
from abroad.

Quality of Service |

The KPN Telecom PSTN Electronic Messaging Connect Service is monitored
round the clock by network managers at KPN's National Service Monitoring Centre (LDBC).
They watch the quality of service 24 hours a day, 7 days a week. If problems occur
despite this monitoring, the KPN Telecom Wholesale Service Desk of LDBC provides assistance
to customers. The staff on the desk have the means to solve problems quickly. Depending
on the nature of the problem, KPN aims for a service restoration time of 2, 4 or 8
hours.  |
