The KPN Telecom Special Rate Services Connect Service is a service that connects Telco's end users to KPN charged service numbers. KPN is responsible for dealing with calls from Telco end users with a KPN 90x number (charged numbers) as the destination. The service is only available in the Top 4 Access Areas, that is Amsterdam, The Hague, Rotterdam and Utrecht
