Since 1 July 1997, KPN Telecom has been under obligation to provide interconnection
services to new parties entering the Dutch telecommunications market. The obligation was
imposed by the industry regulator (OPTA). Interconnection requires a physical connection
between two networks. The interconnection service must be provided in conjunction with other
interconnecting services to allow traffic handling. The first interconnecting service KPN
developed was the KPN Terminating Access Service. This service conveys traffic from a Telco's
network for termination at a PSTN subscriber of KPN.

Quality of service
The KPN Telecom PSTN Terminating Access Service is monitored round the clock by service
managers at KPN's National Service Monitoring Centre (LDBC). They watch the quality of
service 24 hours a day, 7 days a week. If problems occur despite this monitoring, the
Wholesale Service Desk of LDBC provides assistance to customers. The staff on the desk
have the means to solve problems quickly. Depending on the nature of the problem, KPN
aims for a service restoration time of 2, 4 or 8 hours.
Configuration
The KPN Telecom PSTN Terminating Access Service will be available at all KPN Regional
Access Points.
