The Telecommunications Act obliges all Telcos in the
Netherlands to apply the so-called any-to-any principle. This means
that Telcos have to ensure that their own end users can communicate
back and forth with the end users of other Telcos. Telcos can achieve
this by connecting their networks using direct interconnection or
indirectly via a transit operator.
KPN Telecom offers Premium Transit; Telcos can now have calls that
originate on their own networks terminate at another Telco via the
KPN Telecom network without having to have direct interconnection
with that party.
The KPN Telecom PSTN Premium Transit Connect Service ensures
that traffic that originates with Telco A (the calling party)
can terminate at Telco B (the receiving party) via the KPN Telecom
network.
Characteristics of Premium Transit:
- The Telco need only conclude a contract with KPN.
- KPN arranges the contacts and contracts with all the destination
Telcos.
- KPN takes care of the routing to all destinations.
- KPN arranges the financial transactions with the destination
Telco for terminating the call;
-- Telco Terminating payment (for traffic to geographical, mobile
and 06760 numbers)
-- Transit Handling payment (for traffic to 084 unified messaging,
087 personal numbers and 06 paging numbers)
- KPN takes care of the transit portings (dealing with calls from
Telcos C to numbers that are being ported from Telco A to Telco
B)

KPN Telecom PSTN Transit Handling Service
Transit Handling is the service supplied by KPN to the receiving
Telco for transit traffic flows. This service arranges the payments
between KPN and Telco B for traffic originating on Telco A's network
to Personal Numbers (087), Pagers (06) and Electronic Messaging
Numbers (084) on Telco B's network.

Quality of Service
Premium Transit is monitored round the clock by network managers
at KPN's National Service Monitoring Centre (LDBC). They watch
the quality of service 24 hours a day, 7 days a week. If problems
occur despite this monitoring, the Wholesale Service Desk of LDBC
provides assistance to customers. The staff on the desk have the
means to solve problems quickly. Depending on the nature of the
problem, KPN aims for a service restoration time of 2, 4 or 8
hours.
