  Carrier Pre-Select is the service that conveys calls from KPN subscribers to a Telco or KPN end user or to a third party. KPN subscribers must be given the means to use Carrier Select (CS) or Carrier Pre-Select (CPS) for every Call, i.e. they must be able to choose the telecom provider they wish to use.

Carrier (Pre)-Select
CS conveys calls originating from KPN subscribers who dialled a prefix (16xy/10xy) and CPS conveys calls originating KPN subscribers who requested a setting in the Voice Response System (0800-1273) for immediate connection to their preferred telecom provider. The selected service provider is responsible for onward conveyance of the call and also for billing and the service.

CS/CPS is available for:
KPN PSTN
Networks for other Dutch operators (including mobile operators)
Foreign numbers
   
CPS is:
available only to KPN end users
divided into national and international destinations.

Additional services
Customer Billing is unavailable for Carrier Select or for Carrier Pre-Select

Responsibilities
CPS is an originating service, so:
The KPN subscriber is also a customer of the service provider
The service provider is responsible for its own marketing
KPN will charge the CS or CPS operator wholesale tariffs

Quality of Service

KPN Telecom's PSTN Pre-Selected Carrier Connect Service is monitored round the clock by service managers at KPN's National Service Monitoring Centre (LDBC). They watch the quality of service 24 hours a day, 7 days a week. If problems occur despite this monitoring, the KPN Telecom Wholesale Service Desk of LDBC provides assistance to customers. The staff on the desk have the means to solve problems quickly. Depending on the nature of the problem, KPN aims for a service restoration time of 2, 4 or 8 hours.

Configuration
A Telco may hand over CS/CPS calls in any regional access area
In an access area where a Telco is unwilling or unable to hand over a CS/CPS call, the call will be routed to another Point of Presence (PoP) of the telco's choosing
CS/CPS calls are not handed over at national access points
